Appointment of Registrar of Credit Unions

James O’Brien has been appointed Registrar of Credit Unions in the new Central Bank of Ireland. Mr. O’Brien, currently the Deputy Registrar of Credit Unions will be responsible for regulation and supervision of the credit union sector in Ireland. Mr. O’Brien will succeed current Acting Registrar Matthew Elderfield.

Announcing the appointment today, Head of Financial Regulation at the Central Bank of Ireland, Matthew Elderfield said: “I am delighted to announce the appointment of James O’Brien. James brings a breadth of regulatory knowledge and experience to the position along with over twenty years management experience within the public and private sectors.” Mr. O’Brien joined the Central Bank in 1998 and worked as a Senior Bank Examiner in the Banking Supervision Department until his appointment as Deputy Registrar of Credit Unions in 2004. During this time, Mr. O’Brien has been responsible for the development of the regulatory structure and supervisory oversight of credit unions.

Before joining the Central Bank, Mr. O’Brien was employed at the Building Societies Commission in London, with responsibility for the regulation and supervision of a portfolio of building societies and related policy work. Prior to this he worked as an accountant in private practice.
