Industrial Credit Union in Dublin South/West

This is an excellent opportunity to join an established team in a strongly performing industrial credit union (the Teachers Unions of Ireland Credit Union) in the Dublin South/West area.
The credit union is moving into a new phase of growth and organisation development and is recruiting for a number of positions including this role.  
The opportunity arises as the credit union increases the number of staff in the lending and membership team arising from continued growth in membership and lending.
The Membership Officer & MLRO role, reporting to the Operations Manager, provides an exceptional opportunity for a member services officer to join an ambitious credit union and to be a part of a dynamic lending and membership team working hard to service members by phone and online and to deliver on membership growth targets and compliance.


Role Purpose

As Membership Officer, you will handle incoming enquiries and proactively respond to opportunities, across all areas and provide focused and proactive service for all membership enquiries and fulfilment. You will handle all membership administration including compliance with AML in your capacity as MLRO, and perform a range of supporting functions.
As MLRO, you will be responsible for ensuring membership compliance with AML legislation and that transactions that arouse suspicions of money laundering or terrorist financing are reported in accordance with regulatory requirements.


Key Responsibilities

Membership Officer
  • Provide information services to members by phone, email and online; respond to all incoming enquiries and proactively support members in all areas at all times providing excellent member service by phone and online
  • Gather membership documentation and complete membership applications at all times providing excellent member service, quick turnaround and quality checking and uploading of applications in line with regulations and AML
  • Recommend membership applications in accordance with the credit union’s policy and liaise with the Membership Committee in this regard
  • Look after all aspects of membership administration, including the perfection of data security; ensure safekeeping of applications and other supporting documentation; implement the credit union’s practices regarding filing, scanning and destruction of documents
  • Provide cover for other key areas within the context of a small team of 10 staff and a collaborative effort to ensure key person cover is in place for all functions
  • Contribute to the development and improvement of services for members and to the development of the team by providing suggestions, ideas and opinions to the Operations Manager in a timely manner
  • Participate in the performance management process which supports a culture of high-performance, collaborative team work and support for individual career development and work/life balance, with excellent member service at the core

  • Quality of reports, advice and support provided to the team and Operations Manager

  • Contribution to team performance through co-operation with colleagues at all levels


  • Managing the MLRO function of the credit union, and ensuring that the credit union complies with all statutory and regulatory requirements in this regard mainly at membership level and regarding suspicious transactions
  • Receiving and considering reports from employees of activities and transactions giving rise to knowledge or suspicion of money laundering or terrorist financing; making onward reports to the relevant agencies/authorities, where appropriate; acting as the key liaison point with the relevant agencies/authorities and law enforcement agencies; maintaining a formal register of all suspicious transaction reports, the determinations made, any subsequent reports made, and any further correspondence sent or received 
  • Supporting the Manager in meeting the credit union’s statutory AML and MLRO responsibilities
  • Supporting and training staff and assisting staff at all times to be fully aware and skilled in their responsibilities regarding AML and reporting
  • Producing monthly reports to the Board regarding AML/CFT activities in the credit union
  • Producing an Annual MLRO Report detailing the work of the MLRO and Money Laundering/Terrorist Financing risks facing the credit union

Main Performance Measures:

  • Consistency of implementation of credit union policies and procedures
  • Quality of reports, advice and support provided to the team and Operations Manager
Data Security:

The Membership Officer and MLRO will also have responsibility for data security to ensure the credit union is compliant with data protection/GDPR regulations and legislation.
The key responsibilities are:

  • Monitoring compliance with the credit union’s data security policies
  • Ensuring retention and destruction of files, electronic and manual, is completed by all staff in accordance with the credit union’s policies
  • Taking direction from and supporting the Operations Manager in meeting the credit union’s statutory data protection responsibilities
  • Informing colleagues of their obligations, raising awareness among staff involved in processing operations, training staff handling personal data, and assisting staff at all times to be fully aware of their responsibilities regarding data protection.

Main Performance Measures:

  • Consistency of implementation of credit union policies and procedures
  • Quality support provided to the team and Operations Manager
  • Level of compliance of staff with data retention and destruction policies

Person Requirements – Experience, Education, Skills and Abilities Required

  • Experience in member services in a credit union is preferable
  • Excellent oral communicator, a pleasant manner and empathy when dealing with members on the phone and online, and with a clear ability to develop and maintain good rapport, friendly and professional relationships with members,
  • APA or QFA modules completed and willingness to achieve the QFA
  • Highly organised, be able to gather membership documentation in an efficient manner, provide a quick turnaround, and maintain records and files in a highly compliant and structured manner
  • Attention to detail, accuracy in work, getting things right, while also providing quick turnaround and working at a good pace in a fast-moving environment
  • Good computer literacy – Outlook, Excel, Word
  • Preferably knowledgeable on the Progress credit union system
  • Ability to take direction from the Operations Manager and guidance and training from the current MLRO regarding the specific MLRO work and to deliver in this area

We are looking for an individual with the above traits who is motivated to become a high quality Membership Officer & MLRO and provide excellent service to members and be a key member of a high-performing loans and membership team.
We are seeking a person who can grow into the MLRO and data security role, taking instruction and guidance from the Operations Manager and the current MLRO, as well as working under the guidance of the Risk and Compliance Officer regarding MLRO and data security.
The credit union is looking for a positive, go-ahead person with an eye for detail, as well as organisational skills, and ability to get things done quickly and correctly while providing a great phone and email service to members and working collaboratively with colleagues.

Contract Duration

This role is full-time and permanent.


Salary & Benefits

The credit union will offer salary and benefits commensurate with the role. Salary scales with annual increments apply. A pension and other benefits are provided.


Working Hours

The role is Mon-Fri, 9.00am-5.30pm, although to assist with commuting, start and finish times may vary by agreement and on rotation with the team.
