Summary Objective of the Role:

MFCU is looking to recruit a Money Laundering Reporting Officer (MLRO) to work closely across all functions within the Credit Union to ensure compliance with up to date legislation & best practice in anti-money laundering & counter-terrorist financing.  The MLRO will report to the Credit Union Board of Directors & the Head of Regulatory Compliance.

 

Key Responsibilities:

• In-depth knowledge of legal & regulatory guidelines in relation to anti-money laundering & terrorist financing
• Perform regular AML/CFT monitoring across all branch offices
• Conduct regular transaction sampling ensuring compliance with AML policies & procedures
• Manage, analyse and administer the reporting of Suspicious transactions Reports (STRs)
• Conduct AML/Compliance reviews as required
• Prepare monthly AML and CFT reports for the Board and the Head of Regulatory Compliance and be prepared to present the report directly to the Board, if so required
• Prepare and present quarterly AML/CFT report for the board on the overall level of compliance with the various AML/CFT legislation and regulations
• Review, draft & update AML policies and procedures in line with legislation, regulations & best practice
• Review, draft & update anti-money laundering controls and processes in line legislation, regulations & best practice
• Regularly assess the training & development needs of all MFCU officers in relation to AML Policies and Procedures
• Develop maintain and update a library of current AML/CFT legislation, regulations, articles and ‘how to guides’, and advise the board and Senior Management team on legislative and regulatory revisions
• Manage, foster and build on all external and internal relationships in fulfilling the MLRO duties
• Liaise with the Regulators, ILCU, CUDA and other MLRO stakeholders
• Attend all relevant MLRO training, workshops & conferences to ensure MFCU is implementing current & best practice
• Perform the role of Deputy Data Protection Officer

 

The Successful Candidate Should have the Following Attributes:

• Confidence and authority to highlight issues to the Board and the Credit Union Head of Regulatory Compliance
• Self-motivated with the ability to work effectively individually or within a team structure
• Excellent written, administration and oral communication skills
• Strong time management skills with the ability to multi-task/priorities tasks effectively
• Efficient and well organised with exceptional attention to detail
• Have effective analytical ability and a demonstrated project management skill
• The role is a Central Bank Controlled Function and is subject to strict Fitness & Probity obligations

 

Required Experience and Qualifications:

• Experience and qualifications relevant to the role (such as LCOI/CUC/Legal Qualification), with a commitment to complete further studies appropriate to the needs of an MLRO
• A Compliance qualification to diploma level is desirable
• A minimum of 2 years’ experience in a similar role with an emphasis on MLRO/AML/CFT within a financial entity regulated by the Central Bank of Ireland
• An understanding of the legislative & regulatory environment governing Credit Unions is an advantage
• Experience and qualifications in Data Protection
• Experience of conducting training in AML / Compliance related policies and procedures
