Risk & Regulatory Manager

Public Service Credit Union is a progressive, member-focused industrial credit union whose primary aim is to provide financial services that meet the needs of our growing membership. Risk & Regulatory Manager
Contract Status: Full Time, Permanent Contract
Reporting to: CEO, with full access to the Audit & Risk Committee and to the Board of Directors
Reporting directly to the CEO, but with unfettered access to the Audit & Risk Committee and the Board of Directors, the Risk & Regulatory Manager is responsible for leading and managing the credit union’s Risk and Regulatory team, and also plays a key role as part of the senior management team.  Specific responsibilities include, but are not limited to, acting as both Risk Officer and Data Protection Officer. Direct reports include the Compliance Officer, who also has Anti-Money Laundering Responsibility, and at least one supporting staff member.

More specifically, the Risk & Regulatory Manager will:

  • Foster, encourage, and help develop a culture of compliance and positive risk management within the credit union.

  • Act as Credit Union Risk Officer, operating and developing all aspects of the credit union’s risk management systems, including reporting on risk events and monitoring emerging risks.

  • Act as Credit Union Data Protection Officer including incident management, conducting data protection impact assessments, policy and process development, and keeping up to date with applicable data protection legislative requirements and evolving best practice. 

  • Act as line manager for the Compliance Officer with Anti-Money Laundering Responsibility, which includes playing an active part in the management and development of those functions within the credit union.

  • Co-ordinate regulatory responses, facilitate regulatory inspections and non-financial regulatory reporting.

  • Be the contact and supporting officer for the outsourced internal audit function.

  • Attend and report at Board meetings, and assist with the preparation for, and participate in meetings of, the Audit & Risk Committee.

  • Provide guidance to the Board, Audit & Risk Committee and management team in the areas of risk, data protection, compliance and anti-money laundering.

  • Contribute as part of the management team to the overall development of the credit union; assist in the implementation of board policies and directives.


The Person:

The successful candidate will have:

  • A relevant primary degree (e.g. law, business, management or economics), and/or professional qualification (e.g. through the Institute of Risk Management)

  • Several years’ experience working in Risk Management and Data Protection, ideally in the credit union or financial services sector

  • Strong understanding of risk management requirements, particularly in the financial services/credit union sector

  • Solid understanding of both Compliance and Anti-Money Laundering requirements, particularly in the financial services sector

  • Excellent project management and multi-tasking skills

  • Excellent verbal and written skills, including report-writing

  • Strong attention to detail and sense of urgency

  • The ability to manage concurrent responsibilities and ensure capability to discharge all the duties of the role

  • Ability to interact effectively with all levels of the organisation

  • Good team player with a willingness to learn, work collaboratively with others and share knowledge

  • Experience in, or an understanding of, the credit union sector in Ireland (desirable)

  • Satisfy current ‘minimum competence’ requirements as set by the Central Bank of Ireland for the credit union sector, and be willing to undertake further training to achieve those requirements that may be updated/amended from time to time.

Note: The Risk & Regulatory Manager is a Pre-Approval Controlled Function (‘PCF’, Risk Management Officer (CUPCF-3)) as defined under the Central Bank Reform Act 2010 (Sections 20 and 22 - Credit Unions) (Amendment) Regulations 2018 (S.I. No. 187/2018).  Therefore, the successful candidate will require the pre-approval of the Central Bank as a suitable candidate for the position before they can commence in the role.
