Compliance & ICT Governance Manager
Killarney Credit Union is seeking to appoint a highly motivated and experienced Compliance & ICT Governance Manager to play a key leadership role within our Credit Union.
This is an exciting opportunity for an experienced compliance professional who is passionate about regulatory excellence, operational resilience, and governance. Reporting directly to the CEO, with independent access to the Board of Directors and relevant Board Committees, the successful candidate will lead the development and oversight of the Credit Union's Compliance Framework while supporting the organisation's ongoing compliance with evolving regulatory requirements, including the EU Digital Operational Resilience Act (DORA).
The successful candidate will possess a strong combination of compliance expertise, regulatory knowledge and governance experience, together with the ability to engage effectively with Boards, regulators and senior stakeholders.
As a Controlled Function under the Central Bank of Ireland's Fitness & Probity Regime, this role offers the opportunity to influence strategic decision-making while helping to ensure that Killarney Credit Union continues to operate in a prudent, compliant, and member-focused manner.
Key Responsibilities
Compliance & Regulatory Oversight

Develop, maintain and enhance the Credit Union's Compliance Framework.

Develop and lead an annual risk-based Compliance Monitoring Plan and report findings to the CEO.

Monitor compliance with all applicable legislation, regulations, guidance and regulatory requirements.

Advise the Board, CEO and management team on regulatory developments and compliance obligations.

Conduct compliance reviews, thematic assessments and remediate breaches. investigations.

Maintain a compliance universe and regulatory obligations register.
Regulatory Affairs
-
Act as the primary compliance point of contact with the Central Bank of Ireland.

Coordinate regulatory submissions, attestations and supervisory engagements.

Monitor regulatory developments and assess their impact on the Credit Union.

Ensure compliance with key regulatory frameworks, including the Consumer Protection Code and Fitness & Probity requirements.
ICT Governance, DORA & Operational Resilience
-
Work closely with outsourced ICT providers and technology consultants to lead and coordinate the Credit Union's DORA compliance programme.

Oversee ICT incident management and operational resilience testing.

Coordinate DORA readiness assessments and IT gap analysis initiatives.

Report on ICT risks, resilience, and regulatory compliance to senior management and the Board.
Outsourcing & Third-Party Risk Management

Oversee compliance with the Credit Union's Outsourcing and Third-Party Risk Management Framework.

Maintain registers of outsourced service providers and critical ICT vendors.

Monitor outsourcing performance, resilience, concentration risk and exit strategies.

Ensure outsourcing agreements meet regulatory and DORA requirements.
Governance, Culture & Leadership
-
Draft and maintain governance, compliance, outsourcing and ICT-related policies.

Deliver compliance and regulatory training programmes across the organisation.

Promote a strong culture of compliance, ethics, accountability and continuous improvement.

Attend and report to Board and Committee meetings as required.

Provide independent advice and effective challenge on material regulatory and compliance matters.
Requirements

Relevant third-level qualification in Law, Finance, Business, Governance, Risk, Compliance, IT or a related discipline.

Appropriate professional qualification in compliance, risk management, governance, financial services or a related field.

Minimum of five years' experience in a senior compliance, risk, governance or regulatory roles within financial services or another highly regulated environment.

Strong knowledge of Central Bank of Ireland regulatory requirements.

Knowledge of DORA, outsourcing governance and third-party risk management frameworks.

Experience advising senior management and Boards on compliance and regulatory matters.

Excellent analytical, report-writing and stakeholder management skills.

Strong project management capability and ability to manage multiple priorities.

Good understanding of ICT governance, technology risk and operational resilience.
Fitness & Probity
This position is designated as a Controlled Function under the Central Bank of Ireland's Fitness & Probity Regime. The successful candidate will be required to satisfy all applicable Fitness & Probity standards and associated due diligence requirements prior to appointment.
